Grand Valley Lakes Property Owners Association, Inc.
Board of Directors Meeting
November 10, 2023

Call to Order:
Ron Scott called the meeting to order.

Prayer:
Ron Scott led the meeting in prayer. After the prayer everyone stood for The Pledge of Allegiance, led by Jerry Parkhurst.

Directors present:
Ron Scott-President, Donna McClarin-Treasurer, Nancy Burke-Secretary, Jean Harrison, Stuart Farmer, David West, Billy Williams, and Paul Benoit.

Directors absent:
Stan Doyle had an excused absence.

Quorum:
A Quorum was declared by Nancy Burke.

Adoption/Revisions of the Agenda:
There were no revisions of the agenda. Stuart Farmer made a motion to accept the agenda as written, seconded by Nancy Burke; motion carried.

Approval of the Minutes:
Paul Benoit moved to accept the minutes as printed, Donna McClarin seconded; motion carried and the minutes were handed out in the meeting.

Treasurer’s Report:
Donna McClarin read the report from October. Total income was $22,632.35 and the expenses were $40,904.16. Year to date total $320,778.56 collected and $290,213.65 for expenses. Stuart Farmer moved to accept the report as read, Paul Benoit seconded; motion carried.

President’s Report:
Ron Scott gave an update on the demolition stating that the house on 735 Grand Valley Drive is gone. We had an agreement with the county to tear down the house and they supplied the dumpsters. Stan Doyle rented the needed equipment at a discount and was reimbursed. Two trailers in the mobile home section, owned by Grand Valley, were also demolished and removed. Total expenses were about $3,200, under budget for that project. Ron thanked everyone who helped, especially Mark Martin who went over and above to assist us.
Ron stated Luther Anderson owns property in the mobile home section that needs to be demolished. He has not responded to letters asking him to clean this up and has been turned over to the county. The county has sent him 2 letters and we are at the 3rd letter stage which states he is summoned to appear in court. Court date has not been issued yet.

Ron stated that the Hardeman County Zoning Commission is enforcing some zoning requirements on lots. This matter came up when an owner of a lot went to get a permit to build. He was told there is a requirement in Hardeman County of a half-acre minimum to build. He was able to purchase the lot next to him so it will be over half-acre. Most of the lots in Grand Valley are less than half-acre so we will have to do some work on combining lots before we sell anymore. This is not a new requirement, it just has not been enforced by the county until now.

Ron Scott said Trunk or Treat was again a success, Johnny and Tiffany did a great job. Secret Santa is coming up. You can pick up a card at the gate.

Old Business:
Donna McClarin gave an update on the Asset Management Plan saying that we are very fortunate we don’t have to pay for the plan that is required of us. Communities Unlimited got a grant and they are handling ours. She has read the minutes going back to the 70’s to find our assets and when they were purchased and that information has been given to them.

Tom Wein stated there is a form to fill out for the lead and copper. The form is fairly simple. The account number on the form is your lot number.

David West gave an update on GVL 2025. We have accomplished 25 items the first year. This is our second year and of the 27 items we had agreed to, all but 4 items have been completed or started.

Paul Benoit stated we have made a lot of progress on the trailer parking area on Betty Lane. It was cleared, thanks to Mark Martin. We’ve had gravel delivered and spread, so at this time the area is completely prepped and ready. Now it’s back to the board for the rules and how it is to be utilized. The trailers have to be stickered and a cost decided on. We are hoping in the next couple of weeks to have that opened up.

New Business:
Ron Scott stated we had a concern about licensed AVTs/UTVs not being allowed into the Valley. As a board we have discussed this and have decided to maintain the policy we have now, that only stickered ATV/UTVs belonging to lot owners are allowed inside the Valley. This is because we had so much trouble enforcing the usage and tracking people breaking the rules. It’s an enforcement issue for us.

Architectural Committee:
Stuart Farmer stated they have 2 pending cases but no new requests.

Staff reports:
Tom Wein stated they repaired 2 water leaks, they are re-doing the spike strips at the gate.
They’ve worked on the trailer parking area. Beach bathrooms will be closed soon depending on the weather. In security he had 2 welfare checks.

Club Reports:
Ladies: Nancy Burke stated they had a good ‘witchy bingo’ night last month. They meet at 10:30 in the morning.
Men’s: Paul Benoit stated they will meet at 9:00 in the morning. After the meeting they will get together and do a couple of different projects. They will finish the cleanup of the house on Grand Valley Drive picking up the loose debris. Last week they went around the Valley and did some weed eating and clean-up and will continue doing that.
Girls: Amy Williams gave the report stating the girls are doing Christmas caroling and went on a field trip to Falcon Ridge Farms.

Agenda:
Cheryl Cates spoke for the pool committee. She gave an update on pricing for the pool with 3 estimates starting at $250,000. Discussion continued on this subject.

Jean Harrison announced January 27, 2024 as the date for the annual GVL Dance.

Billy Williams announced the Veterans recognition will be a new tradition for the Valley. He wanted to thank the Girls Club for decorating for the event. Today is the birthday of the United States Marine Corps. He continued to read, ‘the first celebration using the term Veterans Day occurred in Birmingham Alabama in 1947. Raymond Weeks, a WW2 veteran organized National Veterans Day which included a parade and other festivities to honor all Veterans. The event was held on November 11 then designated Armistice Day. Later, US Representative Edward Reese of Kansas proposed a bill that would change Armistice Day to Veterans Day. In 1954 Congress passed the bill to President Eisenhower to sign proclaiming November 11 as Veterans Day’.

Veterans recognized were Steve Gillespie- United States Marine Corps, Greg Johnson-United States Marine Corps 1978-1984, Mr. Johnson- United States Air Force, Glenn McNinch- United States Army 1959-1972, Bill Anderson- United States Navy 1959-1962, Earl Butler- United States Air Force 1969-1989, and Jerry Parkhurst- United States Marine Corps. Billy stated that leadership is something that all these gentleman have in common. As a board, we are blessed to have West Point graduate as our leader. The military trained him well for the battles he’s had to fight here. He asked everyone to give a round of applause for Ron Scott, who served in the United States Army. There was a round of applause for all of our Veterans.

Adjournment:
Billy Williams moved to adjourn the meeting, David West seconded; motion carried. Meeting was adjourned at 8:40pm.
