Adoption/Revisions of the Agenda:
Ron Scott stated he had two things to add- the upcoming county property value reassessment in the President’s report and an update on the trailer storage and marina proposals. In Old Business Stuart Farmer moved to accept the revised agenda, Paul Benoit seconded; motion carried.

Reading of the Minutes:
Nancy Burke read the minutes from November. Donna McClarin moved to accept the minutes as read, Billy Williams seconded; motion carried.

Treasurer’s Report:
Donna McClarin read the report from November stating the income for the month $9,624.17. Expenses for the month $30,158.51. The report from December -income for the month $6,713.94 and expense $29,164.54. The POA tax return has been filed. $22,500 was budgeted for this, along with $15,000 for an extension fee. The extension fee was only $296, bringing us way under budget for this expense. Jean Harrison moved to accept the report as read, Paul Benoit seconded; motion carried.

President’s Report:
Ron Scott gave an update on the ARP fund. There is also CARES Act funding that we might be eligible. This will be voted on at the next County Commission meeting Jan. 17.

Ron Scott went over the calendar for the remaining fiscal year. On Feb. 6th applications to run for director positions on the POA Board will be available. Those whose three terms end this year are Jean Harrison, Nancy Burke and Stuart Farmer.

We are working on the budget that will be approved by the Board and published on February 15th for everyone. Billing notices will be mailed Feb. 23rd. March 6th is the last day to turn in Board applications. And candidate interviews will be part of the March10th Board meeting. Voting inspectors to be announced March 7th. Annual packets will be mailed on March 24th. April board meeting will be the 14th and the Annual Meeting will be the last Saturday of April which is the 29th at 10:0AM.

Jean Harrison stated the since April 2020 we have had 23 lodge rentals. There are 5 rentals booked for this year so far. After deducting expenses, which are cleaning fees deposits refunds, we cleared $23,650 and our renovation cost was $32,000.

Ron Scott stated that there is a 3-year reassessment schedule with the tax assessor of Hardeman County; property values will likely increase. We are trying to get Josh Pulse to come speak at the February meeting.

Ron Scott next discussed the Grand Valley Area Volunteer Fire Department, which serves Grand Valley and surrounding areas. Lona Coffee is stepping down at the end of the fiscal year, May 31st. She has resolved the money issues they had and reorganized the department. New fire department board members and officers will be voted in at their annual meeting, May 13th. We need people to step up for these positions. They don’t have to be Grand Valley residents, but Grand Valley is the biggest benefactor of the fire department.

Old Business:
Stuart Farmer stated Earl, Tom and himself have been working to simplify the ARC guidelines. We think we have a good document here for new residents. He made a motion to accept the guidelines and to put them into the new property owner packets, Jean Harrison seconded; motion carried. The Kennedys have purchased lots, are in the process of getting them combined and have submitted house plans. They are going to use these guidelines and will provide feedback on any needed additions or clarifications.

Ron Scott stated that the GVL 2025 plan has been adjusted. Basically, some items have been completed and a few have been have been moved to the next year.

Paul Benoit stated marina and trailer parking area contracts have been written and will be voted on at the next meeting.

New Business:
Ron Scott stated at the end of November Board members met with MaryAnn Dunavant, a representative from Blue Oval. We have invited her to come see Grand Valley, to understand what we have from a property standpoint, and what impact we may have seeing that we are just down the road from Lone Oaks. They have invested in Lone Oaks already. We are looking at opportunities for carbon offset credits because of the trees and lots we have available. She will be here on the 25th at 11:00AM.

Jean Harrison stated the GVL dance will be on Saturday, March 4th.

Staff reports:
Tom Wein stated Stuart, Earl, Billy and himself have been working on the truck. It now runs and drives. The old truck bed was not usable due to extensive rusting. They did locate a new bed for $3,700 plus tax and transport. Billy Williams stated this is a very reasonable price. Paul Benoit made a motion to allocate up to $5,000 for this truck bed. Billy Williams seconded; motion carried.

Club Reports:
Ladies: Nancy Burke stated they did not meet in December but did supply the hot cocoa and cookies at the tree lighting. They also supplied the refreshments to the carolers and the cookies for the treat bags for the people they visited when they caroled. The Girls Club filled all the tins for the treats and went caroling with them.
Girls Club: Amy Williams stated they planted daffodils coming into the Valley.
Men’s: Paul Benoit stated there is a meeting in the morning at 9:00AM.
