A Quorum was declared by Nancy Burke.

Treasurer’s Report:
Donna McClarin read the report from January stating the total income was $9,062.59 and expenses were $37,431.80. Stuart Farmer moved to accept the report as read, David West seconded; motion carried.

President’s Report:
Ron Scott announced that applications to run for POA Board are now available. If you would like to run for a board position please get an application from the office and turn it back in before March 4th.

Ron Scott reported on the lot cleanup on Grand Valley Drive where the trailer was moved. A letter has been sent to the property owner to clean it up within 30 days or we will have it cleaned up and bill her for it.
Ron Scott stated we thought the Mayor’s tax sale was coming up but it is the regular tax sale. You can look online at GovEase.com to bid.

Old Business:
Stuart Farmer gave an update on the road repair for this year. We are going to re-evaluate the contract with the paving company since the bad weather has made some of our roads more damaged than before. Call the office if you see potholes around the Valley.
Ron Scott stated the lead and copper survey is still ongoing. If you haven’t done this yet, please do it. Our deadline is October 2024. The state requires 100% participation on this survey.
David West gave an update on GVL 2025.
Ron Scott stated we’ve run into issues with building permits on lots being less than ½ acre. This is a Hardeman County issue that was put on the table in 1993. Grand Valley was plotted in the 70’s, so we didn’t have zoning when it was plotted. There is a county commissioner meeting coming up and we will be asking for a variance on lot size, lot width, length of setback and density. We are asking for this so we can continue to sell lots.
Ron Scott stated we have had an issue with visitors on licensed ATV/UTVs coming into the Valley. The Board has been reviewing and discussing the current policy. Ron asked for feedback from the board members on this issue. Some things discussed were the difficulty for guards determining the class of ATVs that would be allowed in, limited manpower to monitor ATV/UTVs, and lack of hardship for visitors since an ATV would not be their sole means of transportation. Stan Doyle made a motion that we maintain the current policy not to allow visitor ATV/UTVs into the Valley, Jean Harrison seconded; motioned carried unanimously.

New Business:
Donna McClarin presented the budget for 2024/2025 with revenues of $723,315 and $723,315 in expense. Paul Benoit moved to accept the budget for 2024/2025 as presented, David West seconded; motion carried.

Jean Harrison stated there are a couple of events coming up. The dance we had in January was great. We will have the same band back in May, date to be determined. June 22 is an event with races on the lake. If you are on Facebook or Nextdoor you may have seen it. The Easter egg hunt will be on the 16th or 23rd of March. Tiffany will get back with us on a definite date.

Staff reports:
Tom Wein stated during the storm they put out 16 tons of salt, ran about 50 man hours, and ran through about 59 gallons of fuel for an estimated cost of $2,500. They repaired 2 water leaks.
In security he had multiple reports of a gas smell. That smell came from the paper mill in Pickwick and if the wind is just right, we can smell it. They did assist the sheriff’s department with 2 welfare checks.

Club Reports:
Ladies: Nancy Burke stated they meet in the morning at 10:30AM.
Men’s: Paul Benoit stated they meet at 9AM.
Girls: No report.

Adjournment:
Paul Benoit moved to adjourn the meeting, seconded; Stuart Farmer motion carried. Meeting was adjourned at 8:00pm.
