Ron Scott-President, Donna McClarin-Treasurer, Nancy Burke-Secretary, Jean Harrison, David West, Billy Williams, and Paul Benoit.

Directors absent:
Stan Doyle and Stuart Farmer both have excused absence.

Quorum:
A Quorum was declared by Nancy Burke.

Adoption/Revisions of the Agenda:
None

Reading of the Minutes:
Nancy Burke read the minutes from February. Jean Harrison moved to accept the minutes as amended, Paul Benoit seconded; motion carried.

Treasurer’s Report:
Donna McClarin read the report from February. Total revenue for the month was $22,057.15, total expense was $69,061.49. Billy Williams moved to accept the report as read, Nancy Burke seconded; motion carried.

President’s Report:
Ron Scott stated the Board has been more engaged with the Hardeman County Commission. He had the opportunity to speak with Jim Pierce who is the zoning officer and also charge of animal control. One of the things he is focused on this year is blight in Hardeman County. There are blight grants out there and he is looking for one to cover all of Hardeman County. We are trying to get control of 735 Grand Valley Drive so the house can be torn down. There are others in the mobile home section that need work. We are focused on clean up, not as much on tear down. Jim Pierce will start to send out letters to owners of blighted properties. If people don’t respond to him, he will engage the county attorney to take action. This is a long process.
Ron Scott stated that spring is here and people are outside walking dogs and letting dogs run. If you see a dog that is running loose, please take a picture or video with time, date and location. These pictures can be sent to Animal Control so they can locate the owners and do something about it. Hardeman County has a leash law that GVL does follow.

Jean Harrison did a recap of the dance stating that they had about 45 people and had a great time. Thanks to Billy Williams for the music.

Old Business:
David West gave an update on GVL 2025 action items for this fiscal year which ends March 31, 2023. He is happy to report out of 31 items, we have accomplished 19 of those. We have 5 items in progress, 7 items that have not been started yet and 4 items being deferring to 2024.

New Business:
Ron Scott stated we’ve had a request to update a piece of gym equipment. This piece is old and parts are no longer available. Billy Williams said there is a place in Memphis that sells commercial grade used equipment that is roughly half the cost of new. Since the gym is used a lot this is a valid request. This piece of equipment new is $4,900 and the one he looked into is around $2,200. Billy Williams made a motion to move forward with the purchase this piece of equipment, not to exceed $2,500, David West seconded; motion carried.

Architectural Committee:
Ron Scott stated there are 2 variances. David Lemley would like to build a storage building before he completes the build of his house. It was approved by the ARC and sent to the board. Paul Benoit moved to accept the variance for the storage building, David West seconded; variance was approved. Jim Gehringer wants to attach a deck to his house which is very close to the property line. He needs a letter from his neighbors stating they agree. Paul Benoit made a motion to approve this variance with the stipulation that there is a letter on file from the neighbor and the porch does not reach the property line, David West seconded; variance approved upon receiving the letter.

Staff reports:
Maintenance: Tom Wein stated the concrete on the spike strip is broken. They need to break it up and re-pour with more reinforcement. The truck is finished. They have an opening for a full-time employee.
Security Report: Several street signs have been stolen. If we find out who it is we can call the sheriff’s department and charge them with theft. He had a report of 2-3 boys out at 1:00 in the morning which could be our suspects.

Club Reports:
Ladies: Nancy Burke stated they will meet at Barbara Parkhurst’s in the morning. Earlier this week we set up and provided a meal after Dot East’s funeral.

Men’s: Paul Benoit stated no meeting in the morning but they will meet at 9:00 at Wilson’s to install a few street signs.

Ron Scott announced the questioning of the candidates. Jeannie Ferri, Lloyd Coffee and Louise Watkins asked each candidate one question. Questions were answered by Jean Harrison and Nancy Burke. Stuart Farmer will be questioned next month.

Adjournment:
David West moved to adjourn the meeting, Jean Harrison seconded; motion carried. Meeting was adjourned at 8:15pm.
