President’s Report:
Ron Scott stated that 16 Grand Valley properties sold in the tax sale. The new owners have to wait one year to have permanent ownership of those lots. We are tracking the properties to make sure that as they are deeded next year, we collect the dues and water availability from the new owners. The Mayor’s sale is different from a regular tax sale. Any property in the tax sale that didn’t sell goes into the Mayor’s sale. There hasn’t been one in 7 years. Ron has been told they are doing one within the next 2 months. We will try to get the Grand Valley properties in that sale back.
The Annual Meeting is coming up April 27 at 10am. We are going to assist anyone who hasn’t done the lead and copper survey tonight and at the Annual Meeting.
Grand Valley has enlisted a realtor to help market/sell lots. We are selling adjoining lots as parcels to be combined after the sale. Many of our lots are not considered buildable lots because of size or topography; combining them will allow larger homes to be built. The POA Board and Margaret will no longer be involved in lot sales. The realtor, Josh Trammel with Exit Realty, will have full responsibility for all sales.
Old Business:
Donna McClarin gave an update on the ARP and we are moving forward in this process. Hopefully the meters will go in by the first of next year. The lead and copper surveys need to be turned in by September 2024.
David West gave an update on the GVL 2025. We ended our fiscal year March 31, 2024. We have 27 projects on our list, 10 are completed, and 13 in progress, 2 not started that will be carried over to next year and 2 projects have been dropped.
Ron Scott stated we are still taking names for those interested in natural gas. Sign up in the office and we will have a sign-up sheet at the Annual Meeting.
Nancy Burke gave an update on cleanup around the Valley stating we are still working with the house cleanup on Grand Valley Drive. We did send pictures of what has not been done yet. They have until the end of the month. We are working on other properties in the Valley. It is a slow process but we are working on it.
Stuart Farmer gave an update on the roads stating we are seeing the roads continue to deteriorate. Unfortunately the plans we had for chip and seal are still on hold. We are still working on getting a company to do the work.
New Business:
Ron Scott stated the board has approved, through an email vote, a 3 year contract to have a fire hydrant repair/maintenance company repair our inoperable fire hydrants, do flow testing and do yearly maintenance checks on all hydrants.. We have 7 fire hydrants that are inoperable and he has already repaired 4 of them.
Architectural Review Committee:
Stuart Farmer gave an update on the projects still needing approval.
Staff reports:
Tom Wein was absent. Ron Scott stating Tom and the Men’s Club have been working on the fence by the old well as part of a State requirement. A tree had fallen into the fence so they are replacing that. The side-hog is working but now the tractor is down. They are putting a generator at the front gate.
Club Reports:
Ladies: We will meet in the morning at 10:30.
Men’s: Paul Benoit stated we will meet at 9am tomorrow. We will install more street signs. Our next project is to finish painting the fire hydrants.
Girls: Amy was absent, no report given.
Agenda:
Bill Anderson requested to speak about the noise coming from 565 Indian Lane that has his Jeep radio so loud with music. Bill stated he has contacted security and the sheriff’s department about the noise. He was here tonight to find out what he can do to get it to stop. Ron Scott stated we do have a noise ordinance with a quiet period from 9pm to 7am. Unfortunately, we don’t have one for throughout the day. There is a common law called a nuisance. Tiffany Rustin brought up the noise coming from a loud truck that rides around the Valley all hours of the day. Discussion continued on this subject. Ron Scott stated we will have to address this with our attorney.
Adjournment:
Paul Benoit moved to adjourn the meeting, seconded; Stuart Farmer motion carried. Meeting was adjourned at 7:45pm.
