President’s Report:
Ron Scott stated that Hardeman County has started enforcing a law from the 1990s that considers combining lots as re-subdivision of property and that affects Grand Valley anytime someone wants to combine lots. When lots are combined, the center line is removed which means the Grand Valley ma is redrawn. That requires us to go to TDEC for several steps in this combination process. We will be at the planning commission meeting on Tuesday of next week to see if we can come up with a shortened version of this process.
Ron Scott announced that we now have an Amenities Committee. They are working on and talking about several ideas.
Old Business:
Donna McClarin gave an update on the ARP stating there has been a total amount of $54,545.45 presented to the State for our grant and our match of that is $4,500. The balance of the grant they have paid to the county is $50,045.45. Our share of the GIS mapping was $1,000 so the total we have spent is $5,500. The balance of our grant is $499,955.
David West gave an update on the GVL 2025 stating we have 24 projects that we are attempting this year before March 31, 2025. Eight of those have not been started, 14 are in progress and 2 are completed. Mark and Amanda Martin opened up the brick wall in the center of the building. They did this as a donation; it cost $0.00 for Grand Valley.
New Business:
Billy Williams made a motion to maintain the previous officers for this year’s term, David West seconded; motion carried.
Nuisances Ordinance: Stuart Farmer stated it refers to the covenants in Article 3, section 3.17 Nuisances and Unsightly Materials. He is working to something on paper to further define what we are talking about and to give us leverage to take action. Stuart read some of the letter being drafted that will become a format for a Restrictive Covenant Violation for Private and Public Nuisance Ordinance notification. Billy Williams stated it should be a high fine for a public nuisance since it is pertaining to an actual health and safety issue. Discussion continued on this subject.
Architectural Review Committee:
Stuart Farmer reported that the fence at the front entrance being installed by the Men’s Club has been approved; John Miles approved for the chain link fence in his backyard; a boardwalk on the lakeshore for Kirk Dunaway has been approved. Stuart reminded everyone the lake will go down this fall. If you have any work that needs to be done on the shoreline please get your plans in now so they can be approved before the time comes.
