Prayer:
Stan Doyle led the meeting in prayer.

Directors absent:
Nancy Burke had an excused absence.

Quorum:
A Quorum was declared by Ron Scott.

Adoption/Revisions of the Agenda:
There were no revisions to the agenda, it was approved as printed.

Ron Scott announced that we will dispense from reading the minutes from now on. When the minutes are done, they will be emailed to the Board. Board members will review the minutes and approve them. After they are approved they will be sent to Stuart Cohen to be posted on the website under the member section. this will save time for everyone.
The other thing we are going to start doing is printing a packet for those attending the meetings. It will include the agenda, minutes from previous month, financial information and any other important documents we may discuss in the meeting.

The only correction to the minutes provided is that Billy Williams was absent from the June meeting. Paul Benoit made a motion to accept the minutes with the correction, Stan Doyle seconded; motion carried.

Treasurer’s Report:
Donna McClarin read the report from June. Total income was $30,974.09 and expenses were $26,151.00. Stan Doyle moved to approve the report as read, Jean Harrison seconded; motion carried.

President’s Report:
Billy Williams gave an update on the fireworks thanking Tom, Dan Murphy and
Matt Meyer. The boat parade was great, with good participation. Voting was by text message this year and 118 people voted. 1st place: Jaws boat (Stuart Farmer), 2nd place: Jaws boat (Donna McClarin), 3rd place: Top Gun boat. Thank you to everyone who participated.

Ron Scott gave an ARP update. We are moving forward with our water meter project. In the next few months we will start some of our engineering with TLM. We have already developed our GIS mapping which means we have mapped the location for every water meter in the Valley.
Donna McClarin explained the process of paying for our part. She stated we are a sub-recipient of Hardeman County. Hardeman County will receive the invoices, GVL will then pay our 10% portion of the invoice to Hardeman County. We are doing an Asset Management Plan and learned today that Communities Unlimited is doing this for us for free.

Old Business:
David West gave an update on the GVL 2025. There are 25 items listed with 4 projects completed, 10 in progress and 11 not started.
Ron Scott stated he would like to highlight one item on the GVL 2025 and that is the attempt to get natural gas in the Valley. He asked that everyone interested tin this to sign the request at the office. Right now we do not have enough signatures for it to come into the Valley.
Jean Harrison gave an update on the blight. She handed out policy and procedures from our Restrictive Covenants for cleaning up in the Valley. Jean stated that the beautification committee needs volunteers.

New Business:
Ron Scott stated we need to communicate the enforcement of sea doo rules. The biggest concern for us is the sea doos on the water. Jean Harrison stated the TWRA rules are that anyone over 12 years old must complete an online class and pass a test before driving a sea doo. Anyone born after 1989 has to take that test. We ask that anyone who is in your household or anyone visiting your household take that test and have this certification on hand before using your sea doo. The test can be found online. We have a list of the owners of sea doos and will be sending a letter with these rules and asked that they follow the guidelines of the TWRA.
Ron Scott stated we need a guard. If you know anyone interested, please tell them to come fill out an application.

Architectural Committee:
Stuart Farmer announced that Earl Butler has stepped down from the committee.
Billy Williams will be joining us.

Staff reports:
Tom Wein stated he had two intoxicated people at the beach; multiple calls on the lake for sea doos. He stated if he didn’t see it or have a video of it, he cannot do anything from word of mouth.
In maintenance they have started bush hogging the back roads. Unfortunately both of our tractors and a lawn mower are down. He set out 4 leech traps in the lake, 3 of those were removed by someone the next day and thrown away. The first application of the muck away product at the beach was done the week of the 4th of July, the second application will be next week or the week after. We had our state sanitation inspection on our water system and should have that score by the next meeting. We have a tank inspection on the old tank which should be this month or the first of next month. This is something we have to do every 5 years on the tank.

Club Reports:
Ladies: Bingo is set for October 21. They meet at 10:30 in the morning.
Men’s: Paul Benoit stated they meet in the morning at 9:00 for breakfast. They will be discussing the annual fish fry, tickets are $15 presale and $17 at the door, children under 6 free. The projects afterwards will depend on the weather.
Girls: Amy Williams gave the report, next Monday the 24th & 25th we will be taking a field trip to Memphis.

Agenda:
Christi Johnson did not appear for her concerns.
Cheryl Cates spoke on behalf of the pool committee stating they are getting bids from companies for the cost of a pool. They have talked to Wood Run because they have 2 pools. They gave us information on their cost of the supplies, maintenance and volunteers to keep the pools running. We have also gotten information on what is needed for supplies, materials, permits and state requirements for a pool. Cheryll stated this is a fact-finding project at this point but hope it becomes a reality one day. Billy Williams stated it is a great idea, we just have to figure out the logistics, financial cost and community support of how to make it work. Stuart Farmer stated that Cheryll is doing a great job sharing this on Facebook to see who is interested in a pool and getting feedback from the community. Stuart also stated he got a text message from a homeowner with a pledge of $10,000 of electrical services toward this project. Donna McClarin stated maybe there should be a fee considered for use of the pool to help with the upkeep. David West stated it looks like we can get closer to the numbers once contractors come and give us idea of what we are actually looking at. This is a very broad idea we got tonight, with gaps that need to be filled in. This discussion will continue.

Adjournment:
Paul Benoit moved to adjourn the meeting, Donna McClarin seconded; motion carried. Meeting was adjourned at 8:40pm.
