A Quorum was declared by Nancy Burke.

Adoption/Revisions of the Agenda:
None

Reading of the Minutes:
Nancy Burke read the November minutes. Stuart Farmer moved to accept the minutes as read; Jean Harrison seconded; motion carried.

Treasurer’s Report:
Donna McClarin read the report from November. The income for the month was $5,785.89; expense for the month $55,430.12. For the month of December income was $4,960.67; expense for the month $98,048.43. Nancy Burke moved to accept the report as read, Jean Harrison seconded; motion carried.

Old Business:
Ron Scott gave an update on the spillway stating the gate is working fine. When the top of the spillway was removed, it broke. It was fixed, costing us $7,000. There was some ‘pitting’ on the inside of the cavity that will have to be stabilized; bids are being taken for that now. Tom Wein stated that the costs so far are $92,058.45 without the engineer fees and it was budgeted at $114,000.00. Ron Scott stated we are under budget for this project right now.
Ron Scott gave an update on the marina. The shackles are in and we will be put in place before the lake comes back up.
Stuart Farmer stated we will have at least two different contractors for roads- one for asphalt paving and one for chip and seal paving. Union City Paving and Fowler Paving have been chosen to give quotes. We start next week to identify where we are going to start and end paving by marking the roads. Mitchell Johnson will come out to determine the chip and seal paving and give a quote. Paving will be done first, then we’ll see how much money is left for the chip and seal for the coves that need it the most.

New Business:
Ron Scott stated we have two variances from December, one for Brad Anderson to expand his dock and one for Chris Howell to tear down and rebuild/expand his dock. Both were approved by the architectural committee, the board voted by email and both were approved.
Ron Scott stated we have two more variances tonight, one for Larry Johnson to build a dock that will not extend out more than 10 feet. The architectural committee has approved. Barbara Parkhurst moved to approve the variance, Jean Harrison seconded; variance was approved. Dawn White wants to lay down erosion mat to be covered with rip rap between the dock by the house and the water (a walkway between big dock and small dock), architectural committee approved. Stuart Farmer moved to approve the variance, Barbara Parkhurst seconded; variance approved.

Ron Scott went over upcoming dates. The budget will be ready for everyone on February 16, last day for the nominating committee to be formed is February 17, and invoices will start to be mailed out on the 24 & 25 of February. Anyone that would like to run for the board can pick up an application and the last day to submit applications is March 7. March meeting on the 11th and candidates should plan to attend to introduce themselves. We will have a board meeting April 8 and the Annual Meeting is Saturday, April 23 at 10AM.

Ron Scott stated the State of Tennessee Forestry requires you to have a burn permit before you have a fire. Tom Wein stated this is unless it is contained in a barrel or have a wire mesh over it. The number to call for a free burn permit is 731-658-2213, these are needed from October 15 through May 15.

Ron Scott stated we have some dogs running loose in the Valley. There is a leash law in Hardeman County and Grand Valley bylaws require that dogs be behind a fence, on a chain or leashed. Please keep your dogs on a leash.

Staff reports:
Maintenance: Tom Wein stated the ropes and shackles came in for the marina. He is still working on the F450. He has put gravel in some of the potholes. The lake is about as low as it is going to go. When the marina touches the ground, he stopped lowering the water.
Security Report: Tom Wein stated he had 2 welfare checks, 2 domestic calls. Someone has been vandalizing the storm shelter by breaking half of the florescent bulbs. The people that were illegally hunting were prosecuted yesterday in court.

Club Reports:
Ladies: Nancy Burke stated they didn’t have a regular meeting in December, they had a holiday brunch. They organized a Christmas caroling around the Valley. They will meet at 10:30 in the morning.
Men’s: Paul Beniot stated they will be meeting tomorrow morning at Wilson’s.

Agenda:
Bill Anderson spoke about garbage and trash around the Valley. After much discussion, the Board said they will look into it and take action where necessary.

Jean Harrison stated Tiffany Rustin has asked to have a dance for the kids of the Valley. Ron Scott stated a decision will be made after more information is provided.

Barbara Parkhurst stated the lodge rentals are looking good. We have four scheduled for the year so far. The contracts with The Wedding Wire and The Knot have been cancelled.

Adjournment:
Barbara Parkhurst moved to adjourn the meeting, Donna McClarin seconded; motion carried. Meeting was adjourned at 8:10pm.
