President’s Report:
Ron Scott read the resignation letter from Barbara Parkhurst. The Board has asked Paul Benoit to serve the remainder of her term, he accepted.
Stan Doyle gave an update on the roads. Union City Paving will be doing the paving close to the end of August, weather permitting.
Ron Scott stated that Tom has found a gentleman, Robert Kelly, which works for Communities United Unlimited and has discovered that American Rescue Plan funds are available. Hardeman County has been given 4.6 million dollars for that. One of the things we have recently discovered is we could be eligible for some of that money if we focus on the water infrastructure in Grand Valley. Ron Scott stated how this process works is, the dollars get allocated to Hardeman County, and the Mayor holds those dollars. We need to get our application in to TDEC and if it passes, we could be eligible for money. We would replace the water tower that is behind the maintenance shop; estimates probably one million dollars. We have 60 days to get this together and submitted. We still have GVL 2025 priorities, but we have to get the water infrastructure straight in order for Grand Valley to grow.
Old Business:
David West gave an update on GVL 2025 agreeing with Ron about the priorities right now being the water infrastructure. We are still going forward with the GVL 2025. He stated grant writer, Lauren Isbell, is here tonight to answer any questions we may have.
Billy Williams spoke about security issues in the Valley. There are a few things we have been talking about. One is upgrading our security cameras. Second is revisiting the possibility of day passes for visitors. And last, reviving the neighborhood watch program. He will be putting a poll on the Facebook page. If we get enough interest in it, we will pursue it. If you have any questions, you can contact him anytime.
New Business:
Ron Scott announced he would like to recommend that we appoint a standing committee from the board and the members of GVL to work on grants. Grants are complicated and we need to establish a grant committee. If you have had experience with the grant process, please let us know, we would like your input and/or help. David West moved to establish a grant committee, Billy Williams seconded; motion carried.
Staff reports:
Tom is not here tonight so the reports will be deferred until next month.
Club Reports:
Ladies: Nancy Burke stated that bingo was a success. They meet in the morning at 10:30.
Men’s: Paul Benoit stated they meet in the morning at 9:00. They will be doing a lot of recapping on the projects we are doing.
Agenda:
Amy Williams requested a speed bump in the curve by her house to slow traffic down a little. Ron Scott stated they will take this under advisement as a board, but cannot guarantee we will do speed bumps.
Izabella Moore, representing the Girls Club, is requesting to build a free library for the community. It will be 2foot by 1foot on a 4 foot post located at the front gate for everyone to use. It will be stocked with books, puzzles and games.
Amy Williams stated these girls would like to be recognized as a GVL Girls Club. As a club, they are mainly doing community service and doing arts and crafts at her house. Ron Scott stated he thinks this is a great idea but the process will be tabled until the next meeting so the Board can discuss it.
Ron Scott stated he wanted to commend Kat Sones and her son Cameron for replacing the boards at the beach. The dock had some boards that needed to be replaced and they stepped up and replaced them. I want to thank them both for their help.
Adjournment:
Billy Williams moved to adjourn the meeting, Donna McClarin seconded; motion carried. Meeting was adjourned at 8:10pm.
