Board of Directors Meeting

August 13, 2021

Call to Order:

Ron Scott called the meeting to order.

Prayer:

Ron Scott led the meeting in prayer.

Director’s present:

Ron Scott-President, Donna McClarin-Treasurer, Nancy Burke-Secretary, Jean Harrison, Lona Coffee, Stuart Farmer, and David West.

Director’s absent:

Stan Doyle and Barbara Parkhurst had excused absences.

Quorum:

A Quorum was declared by Nancy Burke.

Adoption/Revisions of the Agenda:

None

Reading of the Minutes:

Nancy Burke read the July minutes. Donna McClarin moved to accept the minutes as read, Jean Harrison seconded; motion carried.

Treasurer’s Report:

Donna McClarin read the report from July. She stated we have changed the format for the report. Total income for the month was 23,951.30; the expenses were $80,238.44. David West moved to accept the report as read, Stuart Farmer seconded; motion carried.

President’s Report:

Ron Scott stated that masks are recommended again as COVID cases increase. They will be optional in the meetings. We will consider spreading the chairs back out to 6 foot distance. If it gets worse, Zoom meetings will resume.

Old Business:

Ron Scott gave an update on the spillway gate. Things are moving along smoothly. We are looking at October/November to fix the gate. Lona Coffee gave an update on the spillway fund and the total is $40,000. Ron Scott stated with that money and the PPP loan of $40,900, we are at $80,000 to cover the expense of the gate so far.

Stuart Farmer stated that the divers we had come out here cost us a lot of money. We are happy to say that Tom is now a certified diver. We are going to try to restore the marina back to its original design, as floating marina. Tom has taken plenty of pictures and video. Nylon marine rope, which is resistant to decay, rot and deterioration from sunlight will be used.

Ron Scott stated that Tony Hooper started logging last Monday. Tom Wein stated they logged for 3 1/2 days, gotten 17 loads out, and we’ve made $26,000.

Ron Scott gave an update on the golf course negotiations. We have sent a second offer to Mr. Howell and have not heard back from him yet.

Stuart Farmer gave updates on the road paving stating he started a scoring system from 1 to 5, with 3 different categories to help determine which roads that need the most repair. Categories are how many residents live on each road, the condition of the road, and how frequently is it traveled. Some preventive work is needed to prepare for winter. Paving probably won’t start until next spring at the earliest. Ron Scott stated that we have $100,00 put away for paving and if we wait until spring we can add another $50,000 to that; possibly more with the timber cutting.

New Business:

Ron Scott stated we need to discuss the rules & regulations for ATV/UTV’s. These were put into play two years ago and the issue now is wearing helmets. Tennessee is very clear that anyone under 18 is supposed to wear a helmet while operating/riding on an ATV/UTV. So if you see that, please take a picture of it. The people responsible for this are their parents. There are rules but we need to enforce the issue. After much discussion on this subject with the audience it was decided to review this issue further. Tom Wein stated there is a 9:00pm to 7:00am curfew for ATV/UTV’s.

Staff reports:

Maintenance: Tom Wein stated he is still waiting on parts for the Kubota and John Deere tractors. He finished marking lots for the loggers; they are here logging. He needs to get in contact with Middleton Mayor; we have to get a drought management contract (per State regulations) with them to buy water if we run out. One of our air conditioners in the lodge is down and needs to be repaired or replaced. The estimate on the condenser part is $3,600 and the complete unit is $4,950. Lona Coffee moved to allocate $5,500 to repair or replace the air conditioner, Jean Harrison seconded; motion carried.

Security Report: Tom Wein stated we have hired a new guard that starts tomorrow. He had 63 calls from the gate, from vandalism to dog calls.

Club Reports:

Ladies: Nancy Burke stated the Bingo night was a great success. They had a memorial for

Dotty Fulgham on Sunday that had a great attendance. John wanted to thank everyone

who attended. They meet at 10:30 in the morning for anyone who wants to attend.

Men’s: George Harrison stated they meet in the morning at 9:00am. He encouraged all men to stop by. He mentioned the annual fish fry is September 4 starts at 5:00pm-6:30pm and the auction begins at 6:30pm.

Adjournment:

Stuart Farmer moved to adjourn the meeting, Jean Harrison seconded; motion carried. Meeting was adjourned at 8:05pm.
