POA Board of Directors Meeting July 8 2022

August 17, 2022 MEMBER ONLY

Grand Valley Lakes Property Owners Association, Inc.
Board of Directors Meeting
July 8, 2022

Call to Order:
Ron Scott called the meeting to order.

Prayer:
Stan Doyle led the meeting in prayer.

Directors present:
Ron Scott-President, Stan Doyle-Vice President, Donna McClarin-Treasurer, Nancy Burke-Secretary, Barbara Parkhurst, Stuart Farmer, David West and Billy Williams.

Directors absent:
Jean Harrison has an excused absence.

Quorum:
A Quorum was declared by Nancy Burke.

Adoption/Revisions of the Agenda:
Ron Scott stated we have an agenda request for people to speak. Amy Williams and Myra Cox’s requests will be deferred tonight. We will defer those for next month if they still want to come and speak.

Reading of the Minutes:
Nancy Burke read the minutes from June. Stan Doyle moved to accept the minutes as read, Billy Williams seconded; motion carried.

Treasurer’s Report:
Donna McClarin read the report from June. The income for the month $19,372.22; expenses for the month $37,191.82. David West moved to accept the report as read, Stuart Farmer seconded; motion carried.

President’s Report:
Ron Scott gave an update on the natural gas. Although there was 151 signatures on the petitions there was some duplications, ending with 82 signatures. This is not enough to run natural gas in our area. It is being broken down into 3 areas which are around the lake, around the golf course and the mobile home area. We need about 10 additional houses around the lake and about 20 additional houses around the golf course to make it feasible. If you know of anyone that would still be interested in signing the petition, please let the office know. We still have some time.

Paul Benoit gave an update on the Fish Fry. It was a success.
Jim Gehringer gave an update on the boat parade. The winners were 1st place Chris & Tina Reisedge, 2nd place Sam Davis, and 3rd place Dawn White & Lei Navarro.
Ron Scott said the fireworks were excellent, thanks Tom.

Old Business:
Stuart Farmer gave an update on the paving. The original quote with Redmond Asphalt of Selmer was $284,000; with inflation costs the quote went up 25%. We had him come back out to re-measure roadways to maybe pick and choose or eliminate some parts of roads. He came back with another quote of $200,090. We are looking for other options other than patching the roads so we are having Union City Paving come back out to see what they can do. We are expecting those numbers to come back next week. Stuart stated we are trying to get as much paving done as possible with the $284,000.

Ron Scott gave an update on the trailer parking area stating the area is not ideal. They are looking into other options. Discussion continued on this issue with more details to come.

David West gave an update on GVL 2025. The committee chairs have met and have decided to consider including 55 items in the 3 year plan. How much can be spent per year on the projects needs to be determined. Details are being discussed. A grant consultant is looking into possible grants for GVL.

New Business:
Ron Scott stated the board needs to vote on a variance that has been going on for a while. Someone started a project at 270 Teton Drive without an approval or work order. Once he was notified, he did submit plans the next day. He is increasing the size of his dock and most of the work was already complete. He was within the 10ft setback between lots with the neighbor. Typically we ask for a letter of approval from the neighbor. Multiple people tried contacting the neighbor numerous times without success. At this time the dock has been completed. Stan Doyle moved to approve this variance, Barbara Parkhurst seconded; variance was approved, motion carried.

Staff reports:
Maintenance: Tom Wein stated he is assessing the inventory for the State. They assisted the Men’s Club in cleaning out the fountain at the gate. We are currently running at half capacity of our water systems due to the drought.
Security Report: Tom Wein stated 1 stranded vehicle in the road, 4 assistance calls, 1 airlifted out, and 2 guards resign last month.

Club Reports:
Ladies: Nancy Burke stated they provided desserts for the fish fry. A small storage shed has been purchased to be put at the front gate. They meet tomorrow at 10:30.
Men’s: Paul Benoit stated no meeting tomorrow.

Agenda:
Bob Price asked to speak about the golf course. He stated it is no longer a golf course, so he feels that it has turned into community property. It is not maintained at all. Questions were asked about the legal rights GVL has to stop the owner from turning it into something else. Ron Scott stated GVL is in a lawsuit with the owner right now. After much discussion, Bob had a list of questions for the Board, Ron suggested he email all the questions to him and they would get answered.

Adjournment:
Billy Williams moved to adjourn the meeting, Nancy Burke seconded; motion carried. Meeting was adjourned at 9:05pm.
